By a National Assembly resolution on reorganising provincial units, Hai Duong province merged into Hai Phong city on 1 July 2025, and the district level was abolished. For anyone looking at real estate in former Hai Duong, it is the biggest change in years: the area now shares one city with a seaport, an international airport and major economic zones.
Why the area attracts investors
- Between Hanoi and Hai Phong port: National Highway 5, the Hanoi – Hai Phong expressway and the Hanoi – Hai Phong railway all cross it.
- An established industrial base: parks such as Dai An, Phuc Dien, Nam Sach, Tan Truong, Lai Vu and Cong Hoa drive demand for housing and services.
- Prices still below central Hai Phong, while connecting infrastructure is being upgraded after the merger.

Legal checklist
The 2024 Land Law and the 2023 Real Estate Business and Housing Laws took effect on 1 August 2024. Before buying, verify the land-use certificate, land-use and construction plans, the developer's licences and 1/500 detailed plan, any disputes or mortgages, real infrastructure on the ground, and the new ward or commune names after the reorganisation.
